Fateh Care Charity (a registered Canadian Charity number 79258 5200 RR 0001) was founded in Victoria, British Columbia. It is a Canada-based ‘Care Start-up’ currently providing support in and around Victoria B.C. We currently assist the elderly, specially-abled, low-income families, older adults and seniors, LGBTQ2SIA+, those experiencing homelessness as well as to people who are looking for a helping hand in these tough times and don’t know where to go or whom to ask.
The organization was founded by community visionaries Harjas Singh Popli and Dr. Navneet Kaur Popli in 2021 (within 1 year of immigrating to Canada in 2020), the idea to work for social causes came up based on their experiences after getting struck in the mayhem caused by CoViD-19 pandemic.
At the time when everything was at a standstill, businesses were struggling to survive, people won’t talk to each other, even if they met on the roadside they would walk away from great distance. It was difficult to know health and whereabouts of family members, no one to talk to, seniors couldn’t go anywhere because of the fear of virus and there was death all around, we were in Canada and our families in India were struggling to survive this pandemic.
We were all helpless because there was a complete lockdown and we couldn’t do much to help. We then decided to help where we can, thinking that there will be someone in the world who will help our loved ones in other part of the world. We believe in karma and feel “What goes around comes around”.
One of its kinds in Canada, the free mobile food bank is available to all those who are struggling for food and also do not have transport to go out and buy.
Being new immigrants ourselves, we empathize and completely understand the challenges a person/family goes through. We therefore guide them the practical ways to settle in Canada.
Founder & Executive Director
Harjas Singh Popli is the founding director of Fateh Care Charity, a registered nonprofit based in Victoria, British Columbia, dedicated to serving the most vulnerable members of the community. Launched during the early stages of the pandemic in 2021 with his wife, Dr. Navneet Kaur Popli, Fateh Care began as a mobile food bank and has since grown into a compassionate movement supporting seniors, individuals with disabilities, newcomers, and low-income families across Victoria CRD.
With over 22 years of experience in human resources, Harjas holds a degree in engineering, an MBA, and a Postgraduate Certificate in Human Resource Management from XLRI, one of India’s leading institutions. He is a Chartered Professional in Human Resources (CPHR) in Canada and also holds a Labour Relations Certificate from BCIT. He currently serves as an HR Manager at BAUCO Access Panel Solutions Inc, where he provides strategic guidance and people-first solutions.
His dedication to inclusive dialogue and community storytelling led to the creation of Fateh Care Times, a multilingual local newspaper that brings together diverse voices from Victoria and surrounding regions. As Editor-in-Chief, he uses the platform to highlight social issues, celebrate grassroots heroes, and advocate for unity in shared communities.
Harjas has been widely recognized for his leadership and impact. He was honored with the 2023 Local Hero Top Honor Award by Goldstream Gazette, the 2024 King Charles III Coronation Medal, and the 2025 Island Health Mental Health and Substance Use Community Service Award. Each of these honors reflects his deep commitment to social good, equity, and consistent, hands-on service to the community.
Under his leadership, Fateh Care continues to champion food security, health advocacy, and cultural connection—guided by empathy, fueled by volunteers, and rooted in the belief that no one should be left behind.
Dr. Navneet Kaur Popli is the co-founder of Fateh Care Charity. Dr. Popli is an Assistant Teaching Professor at the University of Victoria, British Columbia, Canada. She has an overall teaching experience of over 2 decades in the IT field.
She has many research papers to her credit and has been an active speaker at international conferences.
Varun is a seasoned professional with a strong background in data governance and policy analysis, where he applies his skills to drive informed decision-making and shape effective policies. Alongside his primary focus, he maintains an active interest in real estate, leveraging his expertise to navigate the complexities of the field and support clients in achieving their goals. Varun is also committed to giving back, serving on the Board of Directors for the University of Victoria Alumni Association, where he fosters connections and supports the university’s mission. When he’s not working, Varun enjoys spending time with his family, exploring the beauty of Victoria, and pursuing his passions for art, theatre, hiking and great outdoors. He resides in Victoria with his wife and kids, and is always eager to connect with like-minded individuals and explore new opportunities.
Mark is a public servant who brings deep experience with community involvement, social advocacy and bureaucratic paperwork. He most recently has got into hydroponics and light farming and shares Fateh Care’s values for community expressed as strangers supporting strangers.
Mark is looking forward to his tenure on the Board of Fateh Care and deeply supports the mission of Fateh Care to help those in need when they need it.
Amanpreet is an accomplished community volunteer. He has years of experience as a business owner and has worked in hospitality & retail sectors. His community & business experience helps us for day to day operations & financial wellbeing of Fateh Care.
Yesh Pal Sharma is a Professional Engineer (P.Eng.) and Project Management Professional (PMP) with over three decades of experience in electrical engineering, project management, and organizational leadership. Throughout his career, he has led engineering teams, managed complex infrastructure projects, and supported community-focused initiatives with dedication and integrity.
At FatehCare, Yesh proudly serves as Treasurer, overseeing the charity’s financial stewardship with professionalism and transparency. In addition to managing financial records, he volunteers his expertise to prepare and file the charity’s tax returns, ensuring full compliance—all at no cost to the organization.
Yesh’s background includes senior engineering leadership roles with BC Hydro, Lex Engineering, and ATCO, where he specialized in power distribution systems, planning, and operational excellence. His strong analytical skills, meticulous attention to detail, and commitment to community service make him an invaluable member of the FatehCare team.
Beyond his professional career, Yesh has a long history of volunteering, including roles as a community treasurer, youth sports coordinator, and council member for engineering associations. His work is guided by his belief in service, accountability, and giving back to the community.

Elia Nicholson-Nave has worked for over 30 years in the non-profit sector as an Executive Director. with a large non-profit organization.
She brings her expertise in fundraising, grant writing, policy development and volunteer/staff management to the team.
